true 4-00-09796-0399-181 While traveling southbound on Van Ness Avenue, from Manhattan Beach Blvd, in a market patrol vehicle, we observed a light blue, 4 door, _Chrysler _ New Yorker_, license plate #1MWG262, traveling at a high rate of speed, traveling in the same direction. We paced the _Chrysler_ for approximately a quarter of mile, our speedometer registered 55 miles per hour, violation 22350 V.C. The posted speed on Van Ness Avenue is 35 miles per hour. As we paced the _Chrysler_, we observed it turn onto 161st street (westbound), failing to properly signal, violation 22108 V.C. The _Chrysler_ proceeded to turn onto Spinning Avenue (southbound), again failing to properly signal, violation 22108 V.C. We activated our overhead lights (front and back), to initiate a traffic stop on the _Chrysler_, in order to investigate the above indicated vehicle code violations. As we activated our lights, we observed the driver place his left hand outside the front driver side window and discard several small colored objects onto the street. The _Chrysler_ proceeded approximately fifty additional yards, prior to yielding. I recovered three latex balloons (2 orange, 1 blue), in the middle of Spinning Avenue, from where we had observed the driver discard the contraband. Based on our training and experience in the packaging of narcotics, I recognized the balloons as a common way to package narcotics. As I recovered the balloons, Deputy Perry stopped the _Chrysler_, where he contacted the driver, later identified as suspect Homar Vallardo, and the front seat passenger, later identified as suspect Lourdes Garcia. Deputy Perry engaged the suspects in a conversation regarding the vehicle code violations, both suspects told Deputy Perry that they didn_t have a valid California driver_s license, or any other form of identification. As Deputy Perry was advised by the suspects of not possessing any form of identification, I walked to the _Chrysler_ and advised Deputy Perry of what I recovered. The suspects were directed to exit the _Chrysler_ and advised Deputy Perry of what I recovered. The suspects were directed to exit the _Chrysler_, enabling us to conduct a narcotics investigation and store the vehicle re: unlicensed driver, violations 12500(a) V.C. As suspect Garcia exited the vehicle from the front passenger seat, Deputy Perry observed a clear plastic wrapper protruding from between the seat and the backrest. Again based on our training and experience in the packaging of narcotics, we recognized this clear plastic wrapper as a common packaging for narcotics. Deputy Perry recovered the plastic wrapper, which contained a brown tar-like substance, resembling _Tar Heroin_, EV-2, violation 11350(a)H.S. I cut opened one of the orange latex balloons, with a folding knife, and we saw it contained the identical aggregate substance recovered in the clear plastic wrapper (EV-2), a brown tar-like substance resembling _Tar Heroin_, EV-1, violation 11350(a)H.S. Both suspects were placed under arrest for the above indicated charges. Based on the fact that suspect Vallardo was driving the _Chrysler_, he was additionally charged with violation 11352 H.S., transporting a controlled substance (Tar Heroin). We conducted a check of suspect Vallardo_s name via Department Motor Vehicle from our mobile digital terminal, and we ascertained that suspect Vallardo had never obtained a valid driver_s license, violation 12500(a) V.C. Suspect Vallardo was subsequently charged with the violation. We transported both suspects to the Lennox Sheriff_s Station, where they were booked for the above indicated charges, with the approval of the P.M.
